Skip Mission

Is there a way to complete a mission without actually completing it? I'm running the game with only LA Revo installed, and whenever I try the "Eye in the Sky" mission, after I scan Franklin, I go over to scan the next targets and there's no people there. Looking online, it seems to be caused by running a modded game? Anyways, I tried killing myself 3x times and then clicked on skip mission, but the game got stuck on the loading screen.
Can anyone help please?

@WGotch07 I'm using the gameconfig from here. The latest one. I'll try the mods idea. Basically just move the mods folder out then put it back in?

@Lakeshow2482 to remove the mods open up OpenIV go into the asi loader and then click uninstall on them. Play the game and then when you want the mods back go back into ASI loader and reinstall the ASI's
