Uploading deleted mod

Hi , my friend had uploaded a mod which changes radio stations to persian radio stations. But mod was deleted due to copyright . I want to inform that he didn't do any illigal thing and In iran ( persia ) there is no international rule of musics copy right . I want to know if he can reupload it again . Thanks

@Ariamehr No sorry. I don't want to sound rude but I believe you will understand that if a content got removed for copyright reasons, reuploading it will get him the same result or worse if persisting on uploading it. Even if he's from a country without music copyright laws, this site is not in the same situation and location as him so we can't approve that kind of content
