Fresh Install nothing loads after Windows reinstalling

After following the various youtube videos I know the proper installation but it seems when I load into the game the scripts don't appear to be working this is for version 1.0.2545.0 I've done a fresh install used a gta5 cleaner tool for fresh files in root my asiloader.log show that the plugins are registered but nothing else menyoo won't load. The issue started after I reinstalled windows and got the visual studios and c++ everything the latest. Really stumped on this.

@Manifestival Visual Studio has nothing to do with GTA5 installation. You mean Visual C++ Redistributables, but nevermind.
Your installation is wrong. For example, Menyoo should be installed in the game folder where GTA5.exe along with OpenIV.asi (installed there by default) and SH5.
Check this thread out, it will hopefully help.
p.s. I hope your "gta5 cleaner tool" wasn't malware or spyware. Absolutely useless. If you want to do a clean install, you do a manual delete.

menyoo was in the root already and the tool just moved any non vanilla files to a modstore folder which I delete and verify game I'm following the ultimate guide I see being thrown around and see if I had just messed up this process.

@Manifestival The Ultimate Guide video is complete and accurate. If it doesn't help you find the issue, post a screenshot of your folders.

@Manifestival Everything looks fine in your root. I would definitely get rid of that gta5cleaner - asking for trouble.
Issue might be in your mods folder. Can you post screenshots?

mod folder is a vanilla copy of the game...could it be a config issue? if so which would be the best game config?

Create a Mods folder

In that folder create an update Folder

In the update Folder create a folder called X64

In the folder x64 create a folder called dlcpacks
-
the file update.rpf, which you copied from vanilla and then edited the dlclist.xml and also added your gameconfig.xml goes in the update folder.'
All this is shown in the video i sent you.

Your x64 folder should be IN the update folder, not next to it.

so move the x64 folder inside mods into update in the same folder?

still not working same issue presists.

ending up using a usb formatted windows installer and basically did a wipe and everything is working properly so in all something in my system was stemming from there.
