Friendly peds?

I'm trying to make a mod that I want SOME of the peds to be friendly to the player for example: if player shot somewhere, friendly peds wont react
Is it possible?

Also, Is there a way to prevent friendly peds become hostile?
and is there a way to prevent killing friendly peds? like preventing player from shooting at friendly peds?

@Hooman5511 Spawn Michael and Trevor, have them fire at each other, watch what happens....nothing.

I mean it works but whenever I push(run into) a friendly gangster, they start to fight is there any solution?

@Hooman5511 You can edit a file called peds.ymt (peds.meta for some) with OpenIV. There is also a relationship.dat file.
