I wish to modify an existing mod

as the title. I have some programming experience back in the day at University I coded a little.
Ive got bog ideas for Mods like "advanced bodyguards". I want to modify an existing mod.

How do I do this? I've never modded GTAV, Other then install scripts from this website.

What tools / programming languages etc..
