Problem with a tattoo

I re-skinned a Decl from the Gta 5 folder the Paramedic Tattoo "mp_m_freemode_01_mp_m_christmas2017_decl".
On my test server from Zap-Hosting it works and is displayed but on the server I play on it does not work or is not displayed.
On my server I find it under Decl in the skin menu and on the other server I don't find it under Tattoos.Does anyone know what I can do?
