Mods not working

Hi i have recently bought a new gaming pc (ALIENWARE AURORA R13) and i am having trouble installing all mods from simple trainer to lspdfr.I had an old laptop which I used to mod gta a lot so i know what i am doing but this computer is not letting mods work can i get so help on what to do
