Pop cycle police glitch

The pop cycle allows for police to be spawned on foot, knowing this, I made my own, but the police foot patrolling just stand still after being spawned in, the police cars work fine, so this made me believe it may be an AI edit mod I installed, but it may also be a ram issue so any help would be appreciated, also it is guaranteed not to be a script effecting this because my scripts are disabled as of this occurring.
