Livery won't work.

Hello, thanks for taking your time to try and help me.
I have read a lot of Forum posts on this topic and made sure to follow all steps, yet it isn't working. Let me show you what i mean.

First of all my flags are set correctly my vehicles.meta file contains those flags;
<flags>FLAG_IS_OFFROAD_VEHICLE FLAG_HAS_LIVERY FLAG_EXTRAS_REQUIRE FLAG_EXTRAS_STRONG FLAG_LAW_ENFORCEMENT FLAG_EMERGENCY_SERVICE FLAG_IS_BULKY FLAG_HAS_INTERIOR_EXTRAS</flags>
so "FLAG_HAS_LIVERY" is in there.

This is what my Files look like (i thought i put it in here due to never been working with a data folder before but i have been trying it without that, but than i am not able to spawn in the vehicle ingame)

The File also came with a template file which i used to work on the new one ( i also used the already existing livery made by the creator of the vehicle to work on it and saved it under the exact same name, copy and pasted it, just changed it to sign2)

Yet after all that whenever i load into the game the "bmwx5_sign_1" livery that came with the vehicle is applied on the car but it always tells me there are no other Liveries available.

I'm running out of ideas and hope anyone will be able to help me. Thank you very much.

EDIT: This is running on my local hosted, private server. I just use it to try out vehicles i change liveries on and didn't have any problems prior to this
