How to NOT Update?

Is there anyways to play StoryMode without updating this POS? I tested the NoLauncher (outdated), I also added -scOfflineOnly none of it works as it loads and says "UPDATE GAMES". I even added all the *.exe on Win10 firewall with In/Out rules but it still updates I don't know how and why.

@STHNS I just put steam in offline mode so I can play it and avoid updating.
