Vanilla GTA cars not spawning

I recently updated the game to the newest version and found out that certain vehicles specifically the flatbed is unable to spawn.
When using trainer, it would show that the vehicle has spawned but nothing is there.
I have replaced both the latest patchday,x64e and even created a new dlc for the vehicle but it still wont spawn
The flatbed was working fine before the update
Could anyone share their experience if any?
