IMHO, as a casual-modder? Yes. Things were AMAZING circa 2016-2019....now everything is just cars ( a lot of them amazing for sure), ped-accessories and MAYBE a neat looking script that i will get bored of in 24 hours.
Since that time, all my favorite mods are dead it seems. I used to combine NVR, WOV, Visual V, and Real Rage v and as a result i would have a lively world that was fun to sandbox in AND looked hella cool with minimal effort. Hell, i LOVED the vanillaworks mods...but now it seems like mod authors in general haven't updated in months/years and are either gone or moved their files over to patreon. I would love to get into HKH's mods, but i always wind up with a game-breaking bug of some sort. I don't have a whole lot of time for manually editing things in OIV or troubleshooting, so it makes things unappealing when i have to screw around with mod configurations, or create new RPF's for the mod folder and then manually edit them one by one.
I wish i had useful suggestions, but i don't. It seems like a lot of people are doing this just so they can get hired by a studio. How many mod authors have dreamed of releasing a mod in order to get noticed by Valve, Bethesda, Rockstar, etc. A lot, i would imagine. Something similar to the current state-of-decline happened with FO4 when the nexusmods controversies happened and thousands of mod authors had a collective hissy-fit over not being able to delete mods from mod-packs. People can't see past their egos, let alone be bothered to create a user friendly experience for both casuals like myself and the advanced users such as OP....and sometimes, people just simply get bored and move on, which i suppose i have a way easier time understanding and forgiving since there is no point in doing something that both bores you and doesn't pay.
Now, am i owed quality mods or entitled to mod authors labor? No, but that was never really the point of modding IMO. It was always something that people did out of genuine passion for the art or because they just wanted to expand on a game they genuinely loved.
Maybe there are good mods being released, and i am just being lazy as i enter my mid 30's...but mod quality and diversity-of-selection seems to have atrophied and/or declined. The community at large seems to have been atomized by discord and patreon.

You are a casual user, the OP is advanced, but I am a total newbie and much older than you, so imagine how hard it is for me to understand and find good mods.
I've always been a fan of games that allow me the freedom to "live" in living worlds. That's why I was a big fan of Skyrim or Fallout back in the day, where I learned about the fantastic world of mods. Before they became fully sexualised games.
When I got interested in GTA V, seeing the amount of mods out there (I didn't even know the story of the game, nor was I interested in it), I found myself with an overwhelming amount of mods, but they didn't really add anything to me.
I searched and searched, I learned a lot, but despite the short time I've been here and in which I've learned to edit my textures, to install MLOs from FiveM in SP, to edit small parameters to do everything as I want, I still have that empty feeling because somehow I know that the "good" is now private.
I've browsed Patreons, I've gossiped discoord channels, but I don't want to pay for a damn motorbike, or have to eat the requirements bullshit to find the latest version of a mod.
I understand, as I've said before, that people have a lot of quality as modders, and want to make money, but I also think it's ruined the philosophy of the modding world.

I wish I'd been here from the beginning, but I came to the party very late. At first I didn't feel any need to mod, I was looking for a sandbox to create some educational materials, something better than GMOD. I guess I was also overwhelmed with all this new terminology and requirements.
Being a fan of Ferraris, I finally took the dive and installed my first addon vehicle which promptly crashed my game. I took the challenge, fixed the issue, and was hooked. So even though I arrived on the scene late, there was still an incredible amount of high quality and relevant mods to download.
Sometimes I read posts on the other forum from 2014, before the PC release, when users like Alexander Blade were sharing their discoveries with the community and guys like Mafins was answering questions on a revolutionary tool he was developing called Menyoo. No patreon requests.
Today we sure have our choice of t-shirts and the promise of "better quality " if you join a discord server,

@Fabito48hd price is ridiculously expensive although it is meant for servers, so likely they make money as well.
If you're playing with friends there are hundreds and hundreds of free assets to keep you going, from Liberty City to dozens of racetracks and plenty of MLOs and interiors. Host your own local server.
Anyway I only use free addons and maps, no scripts, and no servers. Really not into RP. If I want coop, prefer shooters and zombies.

@JohnFromGWN Me too, but I admit that I am a big fan of the MLOs, although I have already exhausted all the options on this page and that's why I am looking (unsuccessfully) for other options outside of here.
That's why I found that one.
If you know of other places where I can also find free MLOs, I'd be very grateful.

You would have to pay with each update or get a leak, nobody would replace it for free.

Forget leaks. Everyone is given unique generated codes requiring an internet connection authentication launcher. Detection of duplicate codes result in an instant code termination with no recourse.

Silver = all mods but no maps, graphics mods or vehicles other than cars.
