How did this mod get approved?

This is a copy of Y97Y's Skyline R32. Not a single thing has been changed in any of the files between the two. Same textures, same texture names, same models, same model names, same LODs, same handling, same vehicle data, etc.
How did this mod get moderator approval?

Did this car have modifiable exhausts and tail lights? If not, the models aren't the same. The rear of the cars are completely different. One has a logo, different lights, different decals, different exhaust. From the pics, one appears to be LHD, the other RHD?
Note the tail lights and the dual exhaust. Notice the different decals. Look at the lights near the plates, completely different as well.

@JohnFromGWN Your first pic looks like it's y97y's r34 skyline. The one in question is his r32 skyline. That's why you're seeing differences with the taillights and other items.
