Vehicles.meta drivers not being assigned.

I'm trying to add S_F_Y_Cop_01 to the LSPD branch of vehicles and yet the game will not spawn them when the police vehicles are spawned through popgroups.
This also applies to the GoPostal Boxville and the PostOp Boxville from the Heist update.
I'm not too sure why this is happening but any help will be greatly appreciated.
