Where should I download mod files?

I've downloaded script hook and openIV and they all work but I'm wondering where I download any mods I want to add such as add on cars or weapons. Is it just where gta5.exe is located or somewhere else?

@OBPULSIVE you don't just download mods. They have to be installed and the process is different depending on whether they are addon peds/vehicles or replaces or scripts etc.
