Easy Police Vehicle changer mod idea

So i want a mod that makes it easy to edit the police, like the dispatch cars and stuff like that, and edit the response from crimes and what dispatch happens on diffrent wanted levels, or just a mod that removes the police helicopter cap and edit the helicopters. Pretty simple requests
