Volumetric Lights from Lightning AFTER SUNSET

I have enabled Godrays from Lightning via timecycle_mods.
But these disappear after sunset (post 2300 hours).

How do I enable them them?

Also can someone explain Lightning, lightning_weak, lightning_strong and lightning_cloud in brief?

One more question
take for example
<light_ray_col_r>x y</light_ray_col_r>
from one of timecycle_mods
does x and y correspond to day(x) and night(y) times?
