Replace GTAV license plates with Textures

I came across this guy who managed to replace the license plate from the Prius here (https://www.gta5-mods.com/vehicles/toyota-prius-taxi-add-on-replace-wipers-template)

How is this possible? The user is offline for over 2 years. Could you guys help me? I would like to change the license plate of the prius to something like this:

Seriously, if nobody has answered it's because the mod creators are rarely on these forums. So you might have better luck contacting the mod creator you linked to, if still active, or search with Google for car conversion tutorials.
