Cayo Perico is Empty of Peds

Hey guys,
I would really like to add some life to Cayo Perico because right now there are no peds there..
I remembered once playing there and there were ambient peds walking around.anyone knows if it should be a default? or else anyone knows of a mod that adds these ambient peds to add to Cayo Perico?

Unless you're working with a mod that specifically has peds loaded, there aren't any in SP or 5M natively.
