No peds in Map Editor

Map Editor doesn't spawn peds when I load any map. Anyone knows why?
Everything spawns except the peds, I have have the latest version & I tried re-installing it but the problem still isn't fixed...All help is appreciated.

@Zackintosh Maybe try installing a new gameconfig or and make sure you have everything installed properly or try updating scripthookv or scripthookvdotnet
