ScripthookV doesn't download

I am on http://www.dev-c.com/gtav/scripthookv/ but every time I click on the download button, it opens a new tab that just infinitely loads. I have tried http, and other solutions from other threads I have seen. It didn't work, sadly.

@HelixisConfused on mobile opera browser it downloads just fine, this has been an issue for a while now, sometimes using another browser works or using right mouse click to download the file directly

It should when not using https but
http://www.dev-c.com/gtav/scripthookv/ and click Download
