only SAHP patrol cars on the road

So please forgive my English.One of the problems I have is that whenever I play lspdfr, there are only SAHP patrol cars on the road，Patrol cars without other regions like LSPD LSSD BCSO won't appear，I tried editing agency.xml but it doesn't work，So are there any friends who can help me?
