Yeah 'R' and their $#%%y 'pay us more' updates are a PIA. Especially for those who just want to play offline without any hassles. Unfortunately, there's only one person who makes/controls ScripthookV's output. Usually, it takes about a week or more. But now the guy's country is under attack from a foreign entity. So we all have to just 'standby'. There are alternatives to continue playing if you are on steam or 5M, etc. Otherwise, we wait....
