Whenever I try to open gta 5 with my mods folder I get an error that says Corrupt game data. Please reboot, verify the game data, or reinstall the game. I reinstalled and rebooted the game and it didnt work. I think theres something with the mods folder. Can anybody help?

Reinstalling a modded game is generally a waste of time because the culprit is usually mod related and not related to the vanilla game files. If you suspect the game itself, you disable all mods, not just the mods folder, and then do a verify integrity if the game has issues.
While less frequent, a corrupt save game file can also be at fault.
Since you didn't provide any useful information, hopefully the links above can help.

@Zemandy3124 Most probably one of your dlcpack folder has wrong folder structure or one or more of them got corrupted. Try renaming the dlcpack folder (the main dlcpack folder itself) to something else and see will your game load.
If it loads, make backup of your dlclist.xml and start deleting the dlcpacks from it in bulks until you can pinpoint the faulty one.
If it still doesn't load, most probably update.rpf is corrupted, less probably one or more of the x64a,b,c,d....rpf got corrupted. If it's update.rpf, hope you made a backup of it. Otherwise it's gonna be a long night for you...
