A car I have doesn't let me paint it

I have a car that it's Pearlescent is always locked to Color ID 111 and I can't change it. Because of this shit it's causing some paints to look too ugly
I was also noticed this problem in an RV vehicle too in the past and it's Primary Color was locked too.
Anyone knows how can I unlock it?
(and for what reason why would authors think it would be a good idea to lock spesific color on a vehicle anyway....)

@Aurora11 To unlock a car in GTA5, first check for police, next ram your elbow into the driver side window as hard as you can.
With the window now broken you should easily be able to unlock the door.
However you will need to hot wire the car to start it, but at least you'll be able to paint it, inside and out.

@JohnFromGWN I think this is a meta problem
I renamed another car to the problematic one's name and replaced it. That car also got it's Pearlescent locked now...I narrowed it down to carvariations.meta (thought it was vehicles.meta because I don't see any problem in carvar.).
Then I created 2 dummy metas and compared the previous car's carvariations and new ones, despite everything looks correct, when I compare using notepad++ plugin, at the color ID part it's showing something weird.
One line marked as red.
