Does Anyone know how to make gta5 run more smoothly?

I've turned off shadows in the xml file and I've turned down my settings in game. I'm just looking for more of an indepth way on how to make it run smoother. Currently I'm getting 15-20fps with some lag spikes. my pc specs are that I've got a Processor Intel(R) Core(TM) i5-3470 CPU @ 3.20GHz 3.20GHz
And My Installed RAM is 8.00 GB (7.88 GB usable)

okay but still
also you have not mentioned your GPU but your desktop is nowhere near powerful enough to run GTA V
Try running it on very low settings, no MSAA on 1280x720 and take it from there
