What skills are required and where to learn them?

Question please just curious.
To do what AB did with SH5.
Can many computer whiz's do it too but just takes a lot of time which nobody else is willing to invest?
Or
If special skills are required can these skills be learned at formal intuitions?
Or
Are these skills in the realm of hush hush elite super hacker stuff you can only learn mixing in secret / special esoteric circles?

@gtavjamal Unfortunately yes, these guys are in the elite.
But soon AI will be able to do everything, so you can do it yourself.
For example, I can't even draw a stick figure, but with AI i'm already working on the concept art for GTA 6. Just signed a contract with Rockstar.
These are the new protagonists. Jefferson and Miguel.
