In OpenIV hit Ctrl+F3 & search your 'mods' folder for:ruiner.yft
or
phoenix.yftReplace the vehicle files ('.yft', '.ytd') you find in the highest patchday##ng (# = numbers) location you find them in.
Alternatively:
You can install them into the 'vehicles.rpf' in the highest patchday##ng you have a 'vehicles.rpf' in (even if they don't exist there by default) & that will override all other locations also.Note:
If Rockstar update the vehicle in a newer/higher numbered/future patchday##ng you'll have to find & replace the files again (required for both methods outlined above. Easy to do tho, just something to be aware of if in future the vehicles revert to vanilla after an update etc).

From memory, I think the Ruiner is in:...\Grand Theft Auto V\mods\update\x64\dlcpacks\patchday19ng\dlc.rpf\x64\levels\gta5\vehicles.rpf\ruiner.yft
& the Phoenix in:
...\Grand Theft Auto V\mods\update\x64\dlcpacks\patchday3ng\dlc.rpf\x64\levels\gta5\vehicles.rpf\phoenix.yft
but if either of them turn up in the OpenIV Ctrl+F3 search box in a higher numbered patchday##ng location, then install them to the higher/highest numbered one instead.
