why does gta keep crashing

I installed a better-wanted level mod and I replaced the gameconfig.xml file in openiv but after I did that my gta just keeps crashing. does anyone know how to fix it

If it crashes at loading it is mostly sure the problem is with the gameconfig.xml, try a new one or just use the one you had at the start. Mods that change police behavior usually do not need a new gameconfig, why did you replaced yours?

i went to the description of the mod and saw the instructions on how to download the mod and it said that you need to replace the gameconfig.

You don't change your gameconfig.xml when your game is stable...never...even if a mod tells you to do it....because no mod requires gameconfig.xml to work.
Gameconfig mods are customized to provided increased stability. The vanilla one is fine for the vanilla game. The mod versions for modded games, but not for one specific mod.
To fix your game, uninstall the better-wanted mod and see if your game crashes or not. If it doesn't crash once uninstalled, think twice about using this mod.
Next time backup your files before over-writing them - particularly when you're given terrible advice.

@soul_predator501 if you're adding a new entry to your dlclist and still using vanilla gameconfig.xml, yeah, you'll probably need a new one.
I'll usually dig for one from "gta-5-gameconfig-300-cars" or "rde-team-gameconfig-xml"
Once you get one that works to your game, you probably won't need to change it unless R* updates the game and you want to be on latest release.

If this is the mod:

Either way, this is a meta file - has nothing to do with dlclist.xml as it isn't an addon (i.e. dlc.rpf).
Once more, remove the mod and see if your problem goes away.
