How to add police cars unit number?

I want to add the unit number from Zmodeler on the police cars and I am trying to make it changeable as 3 different numbers in the modification, as in the photo, how can I do this, I could not find any source, there is a video, but there are many cuts in the video and it cannot explain it in a way you can understand, can someone who knows help? ?
