Question about gang spawn modding

Hi, I'm trying to make a mod to add a new gang to gta 5.

I know how to make the ped models and textures.

My real question is how to make them spawn in game, I want them to spawn in the alleyway in Vespucci Beach where Marabunta Grande originally spawns, I want my gang to spawn there instead.

Been looking up everywhere and can't find the answer to this problem so I'm in a dead end on making this mod.

So anyone who could answer my question would be a life saver.

If there is other stuff I need to know to make the gang spawn please let me know.

This is my first time modding gta 5 so sorry if I don't know or understand certain things.
