Vehicle raindrops like quant v aka that graphics mod with a virus

so i am aware that there is an old mod that adds a simple rain texture, however since Quant V was able to add actual moving rain droplets on vehicles (including windows) I'm curious if anyone would be able to create this feature as a stand alone mod or if it's hopeless and I should just move on with my life
it was such a cool effect but i will never be using or downloading that virus pile of crap so it's disappointing that this was the first and only mod to exist that has actual moving rain drops on the cars.
