Can I give unique voices to new peds?

I noticed that in peds.ymt/peds.meta every existing ped has a defined voicegroup, for example "s_f_y_cop_01_r2pvg". I have found ped voicelines in the awc files, but how do I make a new awc file, and make it so that a new ped will use unique voicelines? Is that even possible?
