[VEHICLE] Disable camera shake at top speeding

I dunno about others but this camera shake when you hit the top speed is really annoying. Reminds me of GRID. I think without it everything would look more real and with a little motion blurr would be perfect.
IT JUST SUCKS
PLEASE someone take down that shake
