Los Santos Map Extension

I want to make something for my FIVEM Server and expand the map around the sides making it feel like if you take the wrong exit you could end up in a different town. I found a No Boundaries mod that can help with it. I don't want any part of the map to change just a map extension. if possible could you make the outer parts of town be sandy and dusty and have long parts of road, some accessible houses, dead ends, and some roads lead back to Blaine County or some roads lead back to Los santos.
