You'll probably find a solution to that in 'pedpersonality.ymt'.

Look at the '<Bravery>' lines in the '<PedPersonalities>' section for the peds you are interested in & then have a look in the '<BraveryTypes>' section to see what differences exist between different types of bravery etc. At a guess, I reckon you'll find your solution in the '<Flags>' lines of bravery types ('BOLD_FEMALE' etc), in the '<BraveryTypes>' section of the file

Might be a combination of flags you need, but if you can identify what personality the Blaine County road rage females are using, shouldn't be too hard to test & find them.
Also, you might be able to make them even more aggressive with additional flags from different bravery types.

Additionally, look at the '<Weights>' lines as well (under the flags line/s):

Example: (always fight)

      <ThreatResponseUnarmed>
        <Action>
          <Weights>

            <Flee value="0.00000000"/>

@a63nt-5m1th This one is the correct I was used the peds.ymt instead and changed the truckers <Personality> from BOLD_MALE to (I think it was WEAK_MALE or something) to do the opoosite

It's not nice of them attempting my life just cuz their brakes ain't as good as mine and also they fail to use common sense to drive slow in rain...
