Request on a programme for mods

I want to request to someone out there that they make a programme that will save every body a hell of a lot of time. This programme that I request should include the ablitiy to check what version of the mod you got and what version of script hook you need and/or the other way around. If this programme is made I will just be the happiest person in the world because I'm the type of person that loves mods but don't know how to exactly install/ make them work. This would really help me and a lot of other people out.
