Adding/Modifying Vehicle Anchor Waypoints on SP Map?

Does anyone know how I could change the spawn location of a vehicle in the SP map or delete a vehicle spawn point or add a new one?

Four days with no reply doesn't seem to promising. Maybe this remains out to f reach for us at the moment.
Does anyone know if this was ever possible in GTA IV?

Since we are all waiting on the new Scripthook someone should figure this out
