yet another add-on issue

Ever since the concept of "add-on cars' cam about, I have tried every method imaginable, read every tutorial, just about every youtube videos on explaining it. I have had absolutely 0 success when trying to get ANY add-on car to work... along with these people:

I cannot get them to spawn in game... some of the mods only say modify dlclist, others say that plus extratitleupdate. No matter which one it is I cannot get them to work..
I add the dlc rpf to dlc packs in mods folder, edited the dlclist.xml with the addition of the mod, change the gameconfig to the one that everyone seems to be using (https://www.gta5-mods.com/misc/gta-5-gameconfig-300-cars) and I go ingame and still nothing happens, still says model coulddnt be found even when EVERYTHING is done down to the last dotted i.
Ive been struggling with this issue for quite some time and nothing seems to help..
is it something with my setup? do the mods folders have to be upper case (Mods) vs (mods), if I have a mods folder, I have to replace the dlclist with the update rpf in there, ive done that..dlc list with add on added http://i.imgur.com/Hoff6YJ.png
