How to make weather ALWAYS rainy? (No Trainer)

Yea I have this weird question, is it possible?

To make game always rainy with rain effects and without using a trainer? Changing game files and stuff..
Does anyone know WHERE should I be LOOKING AT? What files etc?

I wanna know how to change weather files of game to make it always rain lol.

there should be a rain parameter
you can use notepad++ to copy values from original rain weather and then replace all "0" with rain number
