@army0307 check if you are using coronas be gone Mod, may be it's the corona that is missing.

Had only done that:
For better light coronas, go to: update\x64\dlcpacks\mpapartment\dlc.rpf\common\data- Replace carvariations.meta or edit it by yourself: change lightSettings value for schafter5 to "1"
and Lights fix for Patch 1.0.877.1 Do not know if this is correct

@army0307 first of all, have you ever installed any other mod related to the lights (led lights, police lights etc) ?
are you putting these files into your mods folder or in the original game ?
the corona is the red glowing dot "texture" on every headlight (easy explanation)
- go back to update\x64\dlcpacks\mpapartment\dlc.rpf\common\data open carvarations.meta schafter5 lines, if it is set to "1" put it back to "45" (<lightSettings value="45" )

now add this mod again (if you're not sure that you've done it correctly) https://www.gta5-mods.com/misc/lights-fix-for-patch-1-0-877-1-bikers-update in update\update.rpf\common\data simply put the new visualsettings.dat (it will replace the old one)

go back to game, check if issue solved, if not post a screen of your lights at night and day (f12 on steam to make a screenshot)

I have to change that too :
Lights fix for Patch 1.0.877.1 (Bikers Update) [BETA]Some of you probably noticed, that after the Bikers update the lights intensity was decreased.
For some vanilla or modded cars you cant see the difference if the headlights or indicators are ON or OFF at the day.
To be more specific: the feature "emissiveMultiplier" for the shader "vehicles_lightsemissive" was completely DISABLED.
I already contacted Rockstar support, but they answer only with a "copy-paste" bullshit.

@army0307 so you've put back the lightsetting to 45 and installed the light fix i see, now you're going to do one last thing to get rid of that red "corona" dot (it will work on every vehicle after that)
download that => https://www.gta5-mods.com/paintjobs/corona-begone
and only do the step 6 from the readme
- go to mods(or in your game if no mods folder)>x64a>textures and open graphics.ytd
- open corona begone! (not corona begone faint variations) GTAV>mods>x64a.rpf>textures>graphics.ytd and put the corona.png into the graphics.ytd you have opened in step 1) then save
and step 7 if you have visualV or any other graphic enhancer

@army0307 Install ENB and under the tab "VEHICLES" should be an option with "EmmiterLights" or so. It's the last one. raise that and it should get brighter.

if everything done correctly, it should also be apparent at daylight (try @Kwebbl 's solution if still not working)

@army0307 Not just install it, raise the Emitter value in the Vehicle section.

Press Shift + Enter then something like a trainer should appear and there is a Tab at the bottom which says something with vehicle (not sure) and then if you opend that with the mouse there is again at the bottom something with Emessive and then just increase the value until you're happy with it.
