Can a skin PED mod be used to replace any character?

Just wondering can a skin mod for a PED be used to replace say for example...Amanda De Santa? Aunt Denise? Bradley Snider? any any other of the supporting characters?

I'm just wondering if you can take those skin PED mods and basically reskin the entire cast of the supporting characters of the game?
