My guess, a Billionaire From UAE, Bahrain, Qatar, Kuwait or Saudi Arabia.

@FoxtrotDelta It is most likely a plane from Quatar.
Khalifa bin Hamad Al Thani seems to be the owner and maybe this 747 is in his new Quatar Amiri livery.The old one looks like this:
And you can see the flag of Quatar over the front door.
