Problem with One of Franklin's Accessories

Franklin has a chest rig which is accessory 13, I believe. I am trying to replace that with the new vest they added to MP. However, it starts flopping around wildly. I'm guessing this has something to do with the skeleton or something like that, but I don't know how to fix that.
Any advice?
