New to GTA 5 Can someone please help??!

Hi,
I am new to GTA5 online and was wondering how all these MODS worked? How do I get them on my PS4 and do I just use them as normal in the online world?Also, how does it work by getting new countries like Dubai etc? Are you still able to do missions with others online? There is so much to do I am very confused how I get all this and get more money etc etc...
