Would it be possible to make a script in GTA to open and close the valves in the blower's like this when you push the throttle (http://www.2040-cars.com/_content/cars/images/27/464827/004.jpg)

Yes, if the valves were added as a door to the vehicle (so that it could be opened/closed via script/trainer), or if the valves were added as an object that could be attached to the vehicle.
