Don't know how to set up mods (install)

Hi Guys, I just found this site and this is my first ever attempt at installing mods. I have no clue whatsoever on how to set up mods, and I would love some help from you guys/girls. By the way, my GTA is on steam, dunno if that changes anything? THANKS!
