Issue with installing mods : they don't appear

after trying for 4 hours now and watching multiple tutorials, it seems pointless. i did everything in the openiv, installed all tools, gone to the edit mode, made those Mods folder copies. and then i tried to replace files. either individually and there after just dropping it in, but whenever i try to run the game my ped just doesn't seem to change. anyone has any ideas why it happens? do i have to downgrade my game somehow? i have the latest version? honestly no idea what the issue is

note that the addonepeds script doesn't work either. i try to press L, did the tutorial how to install it, and nothing.
