Cannot get mods to work no matter what

I have a desktop and a laptop obviously the desktop is a lot more comfortable for gaming fps but I cannot get mods to work on it, my laptop on the other hand will run mods just fine. I've checked, they have all the same software and I installed the mods the same way on both of them but on the desk top when I open the game and press the set key for the mod nothing pops up no matter what mod I use
