@LanGonCer9807 The way I did it was moving the surface heights down to 1,000 rather than 10,000 . The dynamic shadows end at 1,500. It sucks really. I left the space maps up high to prevent you from reaching the ocean more easily, which means no dynamic shadows up there. But its less noticeable. The normal game has this issue too. The height limit is at 2,500 so you will notice the shadows end as you gain altitude. I believe this is why Rockstar restricted the height you can place objects in the Content Creator.
Hopefully the shadow limit can be cracked. It will even fix an issue that the regular game has.

I ended up increasing the distance from Earth to moon, and some other planets as well.
I also integrated a new timecycle modifier (for vanilla graphics) so people who don't have NV or VV aren't left in the dark.

@sollaholla Take a look at this mod. Thats how people should do every mod. With LOVE! Do it with love, and stop uploading beta mods. We want to enjoy mods from the first day. A car mod with working wheels and doors is not a featured mod. Do it with love! Thats all.

@nkjellman They have shadows on a foot and different shadows when you in vehicle. It seems when you on foot they have more detailed close distance Shadows, but long-distance tree and Mountain Shadows are off. And soon as you get in vehicle it will switch and close distance sharp Shadows go off. Weather files have some settings for this. I guess it has some optimization reasons why they not on both at the same time.... but I would love to stand on mount chiliad and actually see long distance mountain and tree shadows, instead it gets cut off and spawn in helicopter and distance shadows will pop in

Have you ever seen Interstellar? You may get more ideas watching that movie, like a planet full of water, and a cold planet full of snow and mountains.
